It's a combination of 'wah' and 'angst', and although it's more often than not used in a derogatory context, to designate someone who angsts for the sake of angsting, in this case, I'd gather that's not how they mean it. :)

No, this isn't angst-for-angst's-sake. All my angst is done with a purpose in mind. In this case, he'll pay, and pay heavily, but at the end of the day he'll quite literally be a new man.

Actually, the way I've heard it is it's a combination of "wank" and "angst," which sort of defines its own derogatory context right there . . .
